Draft resident parking policy

Give us your views on our draft policy

We're reviewing the borough's residents' parking scheme – so that it's consistent, fair and effective. We've drafted proposals, setting out how we aim to achieve this and improve the existing scheme in operation in the borough.

We'd like to hear your views, to help us deliver the best scheme for residents. To give you the background, the current scheme was introduced in 2017 and created 16, street-specific parking zones. Our new proposals would, in some cases, create significantly bigger Zones – defined not by street but by area – but which would have real benefits: 

  1. Creating more parking spaces for residents. 
  2. More even management of demand for parking. 

We've reviewed feedback we’ve received from residents about the existing scheme. We've also looked closely at how resident parking schemes work elsewhere in Berkshire – namely, in Reading, Bracknell Forest, Slough, and Windsor and Maidenhead – and in Oxfordshire, to help guide these new proposals.

As such, we've been able to benchmark key points, like price, within our proposals we’re now sharing with you for your feedback.

Question
While there will be administrative costs running any parking scheme, the cost for the second permit seems extremely high under this new proposal.

In terms of Wescott Road, School Road and Goodchild Road, the council could (as part of this wider review) add / free up more parking bays for residents by revisiting some of the current road markings - such the zig zag areas on School Road. This would help some of the parking pressure here.

It is also still unclear whether as part of this proposal the parking for non residents will stay the same, be reduced from 2 hours, or removed completely?
Suggestion
I disagree with making Byron Road a parking permit area. This seems extremely heavy handed, and motivated by revenue, given the situation could be resolved with a simple single yellow line running down one side of the road. I'm a long term Byron Road resident who has put up with the nuisance of commuter parking but your proposal is even worse. Please listen to the local residents, this change is not welcomed in Byron Road.

I disagree with Byron Road being made a permit parking area. I think single yellow lines down one side of the close (where number 2 - 12 are) is a better idea and would allow sensible parking on the other side of the road.

T3 zone changes: If I am reading the revised parking restrictions correctly, it appears that the parking bays in Byron Road at the Station side have been removed and single yellow line put on the other side of the road. This makes exiting Byron Close onto Byron Road extremely dangerous as cars will be parked on the near side (RHS) and opposite side (LHS) close to the bend in Byron Road and opposite the cul de sac part of Byron Road! (Easier to show on a map than describe it!). Please keep all available parking spaces on one side of the road or the other to give adequate visibility to drivers exiting Byron Close or the road opposite. At drop off and collection times at Twyford Station, Byron Road is heavily used by drivers using excessive speed so adequate visibility is essential for residents to avoid accidents.
